I have finally saved up enough money to go buy a great eyeliner and the Naked Palette today! I thought I was going to get the 24/7 UD eyeliner, but reading the reviews it sounds like it smudges when you use it to tight line/waterline.
I was hoping to get a pencil/kohl liner that I could use that won't budge and is waterproof. Suggestions?

All the kohl eyeliners I ever used always smeared also pencil ones, but the wet n wild mega liquid eyeliner doesn't. The "smudge-proof" one.

I use the UD 24/7 on my tightline/waterline and it stays put all day! They're my favorite!
