There is book called the Bust DIY GuideTo Life that has a bunch of vintage hair and makeup ideas in it, including 1920's. maybe you can look through a copy in a bookstore or library

They didn't really do cat eyes. Look at pics of Clara Bow and Louise Brooks. Go for an exaggerated Cupid's bow in a vampy red color.
