There is book called the Bust DIY GuideTo Life that has a bunch of vintage hair and makeup ideas in it, including 1920's. maybe you can look through a copy in a bookstore or library

When I think of the 20s, I think of Louise Brooks or Clara Bow. I like their dark lips and dramatic, yet thin brows

They didn't really do cat eyes. Look at pics of Clara Bow and Louise Brooks. Go for an exaggerated Cupid's bow in a vampy red color.
