My lipstick is fine for about an hour and then it all sort of clumps up along my lips and there's a red line of the lipstick in the middleish of my lips, really hard to explain but I hope you get what I mean? Is there any way I can prevent this from happening?

Have you tried lip liner?

I use that but it doesn't really affect the part the lipstick clumps up at, it's like the middle/where my top lip touches the bottom.

What I do is put on my chapstick
Then finish the rest of my make up
Then re apply the chapstick, then do the rest of your lips how you want

Exfoliate, then make sure to not just line your lips with lip liner. Color them in too. That could also be a part of the clumping. Then apply your lipstick and reapply lip liner.

They sell brushes that'll exfoliate your lips!
