Urban outfitters are perfect for petite girls. I'm 5 ft too! And forever 21 small sizes are too big for me.

Forever 21 doesn't work for me. I went to 3 different locations over the last few weeks & they had a ton of 28 to 31s and I only found 2 size 24s in one store and they were still too big. Especially with high waisted shorts I think they need to fit correctly. I would try urban outfitters or if its something you really want I'd go to a nicer store where you know they will have your size & fit well.
