Honestly I think you could use either xD
if you're just starting out with contouring tho I would use powders.

I always end up using both anyway haha! I always set my creams with like powders/bronzers/tints. Then on days I don't have time to sculpt with creams I just use the powders. So both? I'm so unhelpful! Sorry!

I would use powder, but make sure it isn't one that is too shiny. If you decide to use both, make sure that you apply creams first then powder so it won't get cakey.
