Moisturizer with salicylic acid will help with breakouts and clogged pores.

Try using a face scrub and incorporating a toner into your face routine before applying your moisturizer. I use the 7 day face scrub by Clinque, which obviously you can use every single day, but most scrubs are only meant to be used once or twice a week.
The misconception with dry skin is that it's not really DRY SKIN, it's DEAD SKIN.
If you were to only buy one between the two, I would say buy a good toner. I use to use Clean and Clear toner which you can get for like $5 at Target, but it has colouring in it so I'm afraid to use it now, So I traded it for the Estee Lauder moisturizing toner they last about 3-4 months if you use it properly and is $25. For your case, the toner when used with a cotton pad, will rub away your dead skin, leaving the skin more in contact with the product.
Remember, makeup and anything skincare related is an INVESTMENT, are you willing to invest in your face? Hope that helps!

Arbonne's 'Calm' range is fantastic! The 'Gentle Daily Moisturiser' should definitely help you! Goodluck!
