"Cool tones" are pretty much a light base like in this picture it shows you cool tones from warm tones...

Found some makeup bases that tell you which are cool toned based and warm toned based

Pretty much you want something that has the undertone or "base " of any color that is a "cool" color , which is showed to you on the wheel.
