For babies? Yes shave her head, otherwise she'll have baby hairs. That something a couple of hair stylists have told my parents when I was younger and they never listened. It won't do too much for thickness - that is genetic. But it will get rid of those pesky baby hairs that will never grow out.
And having baby hairs at 19 years old isn't exactly cute, lol.

My head was shaved when I was a baby and my sisters wasnt. She has long, thick hair that grows quickly with no baby hairs. I have fine (but lots of it) hair that takes forever to grow. I think it all depends on the baby itself
