Lighter under your eyebrows to accentuate the brow bone, eyebrow arch, and hide unwanted hairs. Skin tone color concealer above to define the eyebrow. It's more natural looking with the skin tone color on top and lighter underneath.

If you want to highlight, two shades lighter. to cover dark circles your skin tone and then you can add a highlight above it. for blemishes or anything else your skin tone.
