The best way to get started is to watch makeup tutorials I believe.

Just have one day where you can just play with makeup! Yes play! Try something new. Watch a YouTube tutorial. Copy a look and make it your own. Even a simple dab or two from your finger for eyeshadow goes a long way as long as you have a blending brush. Just look at YouTube tutorials for basic makeup and then slowly progress from there!

Renae is right , watch them , search for tips for beginners also ask your friend about it.
don't be insecure , I mean beauty is in natural so no need to be insecure :)
Next buy the things you want to start with , if you have skin problems go to your dermatologist it might help you.

Now, when it comes to starting makeup I say make sure you've got the correct tools to start with before digging in, aka proper brushes and primers. My personal opinion is get good brushes right off the bat so you don't have to continuously rebuy and it makes things a little easier. Like I've got the Coastal Scents dupe for the MAC 217, but they just look alike, performance wise MAC wins out. Now I'm not saying get MAC, but look into some good brush brands. If you don't want to try MAC right off the bat give Sigma a go.
Now when it comes to primers and bases this is a personal preference. Some girls love the elf primer, others like the Urban Decay one, some like Lime Crime, and others Too Faced, it's whatever works best for you. But a primer will help with the longevity of your shadows while a base like NYX milk pencil will help brighten the shadows.
When it comes to playing in eyeshadow, honestly, do you. I know a lot of girls like to start out with neutrals and recommend it, but if you want to play in color then play in color! I started out with color and I don't regret it in the least. But give yourself plenty of time after school or work to practice, as that's the only way you're going to get better.
