You could try the Anastasia dipbrow pomade! Personally I think going for the darker eyebrow pencil would work better, or you could get your eyebrows tinted a lighter colour?

Or the HD brows eye pencil in black, it works wonders for me, and I have the same problem as you! Its a sort of grey-ish colour (sounds shocking I know) but it blends in with eyebrows perfectly!

Maybe try this brow powder from maybelline they have darks to light maybe it will help..excuse the tape the snap closer thing broke..lol.

Maybe try Anistacisa brow pens. They look more natural to me.
Or definitely look into a lightening kit.

I use two brow colors and would suggest the same for you if you're going to go darker. that way it'll look more natural because a lot of eyebrows aren't one singular color.

I agree with what Rita said. Anastasia's brow powder duo would work out for you if you're looking just to fill in the sparse parts (:
