No it'll definitely still grow.
Hair growth is determined by genetic makeup.
However, if you damage your hair by like excessive bleaching and heat tools, you'll cause the ends to break off and then that can make you think your hair is not growing.

It's absolutely not true! haha, but it will be very damaged! So after you've dyed your hair you should treat it very well and always use hair conditioner :)
