I have the exact same thing. I think it's dandruff. Try putting aloe Vera gel on you scalp for half an hour to an hour and that might help?

Head and shoulders shampoo did the exact contrary on me: it gave me even more dandruff. I got rid of it with baby shampoo which is less aggressive for your scalp, or try bio shampoo :)

You just need to moisturise the scalp. Something as simple as a really moisturising shampoo might help.

You need use something with menthol in it so try some all natural with tea tree shampoo or a really good clarifying shampoo.
