I'm loving the gel bronzer by clinique. I think it's called self sun bronzing gel tint (it washes off, it's not the self tanner). It's not orange, it has hints of red and you can mix it with your foundation or with moisturizer. The tiny amount of red in it makes it look more natural on paler skin. Maybe give it a try, ask for a sample :)

Essence sun club bronzer for blondes aka light skin tones would be good for pale skin and it's quite inexpensive

I know they are pricy but Too Faved milk chocolate bronzer and their 16 hour ones are great. Very natural looking.

My first suggestion would be TOO FACED Milk Chocolate. It's the lighter version of the original CHOCOLATE SOLEIL, but it's not that budget friendly. For budget friendly, I would take a look at Physician's Formula. They have more than a dozen bronzers. One should meet your needs.

I love my elf bronzer! I'm not sure of the name of it, but if you go on the website it is the lightest shade. It's very natural looking, not orange at all, and has no shimmer. I think it was only $3. My skin is super pale too and I will never buy a different bronzer?
