I keep getting razor burn on my legs no matter what razor I use or how much shaving cream I use.
My lower legs, arm pits, and bikini line never get razor burn but for some reason my thighs always do...

If anyone has any tips, that would be awesome! Thanks :)

Make sure you don't shave too fast there or hit your leg with the side of the razor. rinse out your razor after about 3-5 long strokes. hope that helps!

Exfoliating before helps too and I've heard aloe Vera helps soothe the skin thats irritated.

You must have sensitive legs. Try using a shave cream made for sensitive skin.

Well I suggest maybe getting the razors that are infused with lotion they allow for a smoother shave and more hydrating also when shaving shave in the direction that the hair grows and maybe instead of using shaving cream you could conditioner its a great alternative hope I could help :D

Venus razors. Get the ones with 4 or more blades. There's cheaper Venus ones with 3 and they hurt.

Dani, You should mention to your dr how you're using the hydrocortisone. It is a steroid cream and I don't think you're meant to use it for more than a week or two w/o dr supervision, due to the long lasting effects of steroids.

Exfoliate! also shaving while taking a hot shower is best. it helps to expand the hair follicles and soften your skin. a shaving cream for sensitive skin is a good idea too. after you shave, use a non scented lotion.
