I agree with the honey idea. I would use organic honey though. And plus it's tasty haha! Or product wise I really love the aquafina hydrating lip oils. It really is soooooo hydrating for my lips which are super dry if I don't wear something on them.

I treat my lips with shea butter overnight and exfoliate with a toothbrush in the morning. It gets rid of every last bit of dead skin.
A toothbrush can be harsh, maybe try a wet washcloth first. :)

Exfoliate! I exfoliate my lips every day...I live in a dry climate so it's a necessity. use a really good oil or balm over night. organic honey definitely works. I also love rose salve.
