Anyways, my question is, if you spend your points on deluxe sample and what not, can you still mantain your status as a vib/move up to vib rouge?

Yep! your VIB status is based on how much you spend, and the points are just a reflection of that (1 point for every $1) so even if you spend your points, you've still spent your money towards VIB.
