Is 8th grade a good age to start wearing eyeshadow?

Wear whatever you know how to properly apply. It doesn't matter how old you are if you can't apply eyeshadow and blend correctly.

I 100% agree, wear what you can apply! If your application is on point and you can blend properly, absolutely! If not, just keep practicing, and wear it when you feel you got it down. :)

I'm in seventh grade and I wear foundation c concealer and lip stain and some people like it and don't think its too young so I'd think eyeshadow is ok.

Absolutely. American girls seem to start using eyeshadow around 7th or 8th grade, so go ahead. Just be careful not to go overboard.
