Make sure your face is free of dry flakes by exfoliating and using plenty of moisturizer before hand. It also might be the wrong foundation for your skin type. Your either normal, dry, combo, or oily.

I have combo/oily skin and this stuff sucked. Made my skin look flakey and oxidized like a mother. I'd recommend Revlon ColorStay in the oily/combination formula. Works like a charm for me, and a lot of people on this site swear by it.
