Time for some colour theory. To make a colour look brighter you put it next to the colour that it is opposite to on the colour wheel. Orange will make blue eyes look brighter and more vivid because they are opposites on the colour wheel. Orange however can be a bit hard to pull off. I would say copper shades are the best way to go, they will really make your eyes stand out.
