Well I think a primer will help, or even trying milk of magnesia as I've heard that works wonders. Urban Decay does have a setting spray for oily skin as well that can be bought at Sephora and Ulta.

Agree with Erin. Milk of magnesia works great for oily skin. I have oily skin and use it when going out and makes my makeup stay. For day to day I use loreal magic perfecting base, also works great.

Make sure you moisturize! Your skin may be over producing oil because it's drying out. I use Tarte's Maracuja Oil and Indie Lee's Squalene Oil at night and that's helped during the day.
After you moisturize powder (I'm using Mario Badescu powder currently) then put on your foundation or bb cream and powder again.
I use Urban Decay's shadow potion to keep my eyeshadow and eyeliner on, and I set everything with their Deslick spray. That's really helped too.
