I went to Pala casino/hotel on Saturday for my 21st birthday and I decided to wear a bright pink peplum top with a bow on the front from Charlotte Russe and a black skirt with some very high light-ish pink heels with bows on the side and a gold necklace and a bracelet. :) I looked like Barbie and everyone there stared like they've never seen a blonde before. I went over the top considering everyone seemed to be wearing darker colors but it's okay to stand out! It's your birthday! My friends made me wear a light up sash that said I'm 21 on it, on the plus side I got a ton of drinks bought for me lol I say go bright!
