You need to exfoliate, moisturizer (oil free since your oily), use a primer & a buffing brush. Dot the foundation on the inner part of the face and blend out. After you've let the foundation set you can remove excessive oil by blotting very lightly with a tissue. Then apply powder where you need it (where your most oily).
