I am extremely fair with pink and can never find colors that match me. (Nw15 is too dark).
Is there any full coverage foundation that is good for normal-dry skin, and has an extremely fair pink-toned shade?

L'Oreal true match has great light colours with pink undertones but its not full coverage. you can try Revlon colorstay but I personally didn't like it, it made me break out really bad. for high end check out MUFE and Tarte they have some very fair coloured foundations
