I would put it on after your moisturizer has sunk in. It's meant to act as a primer, so after moisturizer is typical. Some say it's not good for your face but that's only true if a) your skin is sensitive or aging or b) if you use it everyday for a very long time (about a year- a year 1/2 some ladies say it stops working) but for now I don't think there's a need to worry. :)

Milk of magnesium is not meant for your face period. If you want to use it use it but I recommend asking a doctor why you shouldn't use something initially meant for the acidity of your stomach so at least your aware of how it'll damage your skin.

Milk of Magnesia can clog pores and will strip oil from your face, making it much worse in the long run. Really the only time it should be used as a primer is for severely oily skin when you are wearing stage makeup. It is much too severe to use on a regular basis, and if you have sensitive skin just forget about it.
Invest in a normal oil-controlling primer for daily makeup. Save the heavy duty stuff for stage and costumes.

Milk of magnesia is bad for the skin because it has a ph of around 10.5(that's why it neutralises stomach acid). The natural ph of the skin is usually between 4 and 5.5. The acid mantle is an acidic filmy layer that sit on the surface of the skin, it is your skins first line of defence against bacterial and viral infection. When alkaline products, like milk of magnesia, are put on the skin it neutralises the acid mantle which leaves the skin vulnerable. Using milk on magnesia every now and again probably won't do you to much harm but doing it very regularly may cause problems for the skin.
