Have you tries putting white eyeliner in the corners closest to your nose.

You can use white liner on the waterline and you can use gold eyeshadows on your lids. The gold compliments your eye colour and it doesn't have to be a vibrant gold ether.

I use a lot of golds & bronzes (subtly) and it does the trick.

I use dark greens, purples and golds and they really bring them out.

To make your eyes pop you want to use colours opposite on the colour wheel. For example, for your blue eyes, orange is across on the colour wheel. Try to stick to colours that have an orange tone to them such as orange-browns, golds, bronze.

The color wheel is definitely where to look. Opposite of blue is orange. Gold, bronzey browns (sort of like that slightly orange toned bronzers), honey color, peach, apricot.
