Waist of my top is too big?

I recently bought a cute chiffon peplum top at forever21 in a small, and the waist is too big! :( There is no extra small, and I planned to wear the top on friday for Valentines Day. It's just plain too loose in the waist, it makes me look boxy, which is the opposite of the shape it's supposed to create. My waist is 25" and my hips are 35"... How do I "take in" the waist so it fits more snug?

Maybe this will work. Get 4 safety pins, flip the flap up and evenly pinch and pin 4 sections to tighten the top. (One on each side, one in the front and one in the back underneath the flap.)
