Should I use a powder under my eyes after I conceal (I have dark circles)... Sometimes when I do it looks ashy under my eyes.

I have dry, dark circles and I use the benefit erae paste which conceals beautifully but I have to set it with a powder or else it would wear off and my eyes would have dark circles again.
