I believe her hair is side parted in that picture?
Well first side part you hair.
Then divide the hair into a bottom section and top section.
Clip the top section up.
Use a curling wand to curl your hair.
* The bigger the pieces it becomes more wavy, smaller pieces create tighter curls *
Then let down the top section and curl it.
If you want your curls to be more wavy like in the picture, run your fingers through the curls or a wide tooth comb.
Also you can blow dry your hair upside down after a shower before doing this to give a little extra volume. :)

To get my hair like that I curl it with a wand before bed and part my hair in 3 layers the bottom layer I curl towards my face then the second I start away from my face then switch to towards my face. Then do the top layer away from my face then go to bed and I don't really need to do anything to my hair the next morning.
