A purple shampoo like Clairol Shimmer Lights from Sally's will help turn your coppery tones into more of a true blonde. A toner is also another option. The Wella Color Charm T18 toner does a really great job at changing those coppery hues to blonde, results are instant! As far as touch up your roots, the Clairol Root Touch Up Kits always work well for me, just pick the one closest to your color. Hope this helps :)

I don't think your hair is quite the colour for toning but if you were to bleach your hair once you'd be able to get that lighter blonde shade you want while doing your roots also. After that you could tone it :)
