Tips for getting eyeliner to stay.

I have a twist up eyeliner. Brand name Jade. I apply it to my upper and lower waterline but not my lower lash line because it's too dramatic for school. However through the day, the eyeliner I apply on my waterline kinda rubs off and gets lower making my eyes look smudgy on the bottom. I know this is a common problem but the eyeliner states that it is waterproof. I don't really like the raccoon look on me. Any help?

For the waterline I usually use a waterproof eyeliner. it stays a lot longer without smudging or coming off.
you can also set your liner with a black eyeshadow which helps it stay in place.
