It's not necessary. It is up to you if you use it.
I don't know what the best is, I just got a primer but I haven't used it yet since I really don't use makeup and when I do I use eyeliner and mascara.
But what is does I'd keep the makeup longer, makes a barrier between your skin and the makeup, and it also can pop the color a little bit from what I hear.

It's necessary if your eye makeup tends to slide or smudge or crease throughout the day. The best way is to gently apply a bit like you're applying cream shadow. I like Urban Decay's :)

^^I agree with Hannah, also you can use a color like white and apply your eyeshadow over it to make the color more intense, also a cream eye primer is a must if you are going to use lose pigments as they need something to stick to. :)

I got some from Sally I like. The brand was Cynthia (something).. Also WnW Fergie carries a nicely priced primer. I'd use that to start with honestly, especially if you're on budget

Yes it is actually I personally like a primer corrector mac paintpots sigma primer pot
benefits lemonade
Laura Mercier canvas primer
I personally like this because it evens out the skins discoloration
and making the eyeshadow s colors show its true colors with no problems from the skin discoloration mixing up
if you just want a regular primer
lorac behind the scenes
nars waterproof primer

Its necessary cuz without it the colors of your shadow won't really show and it lasts longer it makes the crease less all in all everything is better with them... some of the best for me has been urban decays primer potion, too faced shadow insurance, and lorac... I have tried the nyx but its not my cup of tea its so stiff and stubborn it no silky like the other ones.
