I personally love the Mac Pro Longwear concealer. It's lovely, really. Very pigmented, covers everything and looks natural :)

You could try a heavy duty concealer. Hard Candy Glamouflauge is a really good one, you can get it at Wal-Mart for $6. If you're looking for something higher end I've heard a lot of good things about MAC concealers :)

I love Mac Pro Longwear Concealer but like I would suggest getting a peach based corrector too because since peach is the opposite of blue, it really helps neutralize the blueness of the eye bags

I use the la girl pro concealer. I use it to highlight my brows but it works great under the eyes. They're like 2-3 bucks and you can find them at beauty supply stores
