Well not really. If you wear products it's makeup. The only thing I can think of is tattooing makeup on which my aunt did.

There is a product by too faced called the secret to no makeup makeup and there's another one called natural face I believe let me post pics but I would recommend the no makeup one instead of the naked one

I don't think you can look like you are wearing makeup when you aren't.
The above are giving you tips for the opposite: wearing makeup but looking like you don't have on any.
The only thing you can really do is curl your lashes and have a good skincare routine. Anything else would require you to apply product on your face.

I would say just have a good skin routine to keep your skin looking smooth. Curl your lashes & wear a shapstick with a little bit of color.
