A base? usually people put primer or moisturizer as a base for under the foundation. So they put the 'base' under the foundation.

Where I live, some people refer to foundation, and sometimes even concealer or powder, as "base". It can also refer to primer like Mikayla said.

The base is a face primer like mikayla said and on top of that goes on the foundation and if foundation did not even everything out you can go in with concealer on blemishes and under eye circles and if you want you can set all this with a powder
