Try helping your body out first by taking healthy precautions by drinking water and getting enough rest. You have to find products that partner with your skins texture. Try using a moisturizer then primer to create a clear canvas then use a concealer that is one shade lighter than your skin tone and blend away.

Looks like the circles under your eyes have a blue undertone, can easily be corrected with a yellow/orange based concealer

Hard Candy Glamoflauge! Thats what I use and I have bad dark circles and fair skin. I recommend using a brush though because it is very thick, you barely need to dot it on.
