Well, applying eyeliner is something you can learn :) I just would recommend you not to use liquid eyeliner on the first attempt. Maybe you could use dark eyeshadow instead of eyeliner to create a lid line.

I would definitely do a neutral smokey eye and then add a pop of color on your lips. I think it would look great with this cute outfit!

I would do a simple neutral gradient eye with a sheer coral lining your bottom lashine. I would keep the face nice and fresh, minimal contouring, defined brows, a light but warm blushed, and natural falsies with a glossy pinky/coral lippie...

You could keep the focus on your lips with red and then pale eyeshadow, mascara and a defined brow. This is a classic clean look.
