Use a card or tape to make the sharp edge. Blend the black and brown first then apply the glitter and rhinestones.

Looks rather simple actually! Start off applying primer first then the brow highlight which looks like a satin finish cream color. Then I'd use a light brown, like the color taupe in the Lorac Pro palette, with a small pencil brush or lip brush and map out the straight line on the crease, then blend up to your brow highlight. Next go in with a dark brown then black and do the same thing blending each a little less high up or go straight for the black if you're feeling risky. Don't worry about the sharp cat eye line yet. Next go in with a red glitter or a red shadow then red glitter on the lid up to the line you created in your crease. Line your eyes with a medium thickness winged line and then your lid should be done for the time being. Add the taupe shadow on your whole lower lash line then add the black or brown on your bottom lash line so that it looks like a clean blend and tight line upper and lower waterline with black. For the cat eye shape of the shadow either put tape on your eye then put on all your shadows and liner on then take it off for a crisp line or apply all the shadows and use a Q-tip with makeup remover to create a crisp line. I think the best way for this look actually might just be to apply the shadows then use your concealer and blend it up towards the end of your brow with a sponge in order to get the blended line they have in the photo. Finally, apply mascara to top and bottom lashes, put on a pair of fake lashes and glue some rhinestones on with lash glue! The only other suggestion I have is to do all the eye makeup BEFORE doing the rest of your face so you can wipe off any fallout shadow or glitter with a makeup wipe or makeup remover. I would start off with a nicely primed eye. Then I would create the slightly exaggerated crease with a black blendable cream shadow. I would then blend the black upwards, then add a softer black, maybe even a dark charcoal above it, overlapping it a bit. Blend blend blend... blend a light red tinted tan shadow into the top of that, and highlight your brow bone... then I would apply a red base neatly and carefully on the entire lid below your cut crease. afterwards I would take a nice red glitter and put a layer of it overtop the base color... add a generous black wing, lashes, oh and a hint of black on your bottom lashline, tightline with black liners and add the rhinestones, and finish with a setting spray.
