What I would suggest is to use a white eyeliner on your waterline and a bright colour on your tear dust.

Exactly Danny! I am from India, and I think I am wearing black kajal on my waterline as long as I can remember... it has become an unavoidable habit now... :) am trying to brunch out though...

Aru black eyeliner creates a more dramatic dark smokey look. As your title states you're going for the soft plum and pink look. White eyeliner creates a brighter, fresher and bigger eye. This goes well with soft looks.
I use buy a NYX jumbo pencil in milk. You can use this as a eyeliner as well as a base to pop light colours and make them more pigmented.
You can use different colours. However, when using it to sit well with the colours on your lids is a totally different story.
For example : browns and gold eyeshadows can be paired with any colour eyeliner at your water line because it's natural. Plum and pinks need colours that can compliment them as well. Because it's for the water line and not under the lash line this is why I suggested the water. Keeping it neutral and fresh. Xx
