I use powder because I feel if I mess up it'll be easier to fix. I would try both and see which you have better experience with.

I personally like pencil and go over them w lancome brow gel.

I use both. Powder lightly for sparse area, and then pencil to make the shape cleaner.

I think it's about how well the brow is and what you want to define.If light and thin a more firm pencil with a brow powder would work to help shape yet soften the brow with out it looking to harsh especially when dealing with thin brows.Firm brow pencils like Laura Mercier brow pencil gives just the right color and texture to the brow compared to soft waxy greasy brow pencils that give off gleam.I use brunette from Laura mercier brow pencil to help define my shape and for powder I use a cork color which looks light at first glance but when applied its actually is darker on the brow but not harsh then get a spooly to brush & blend.I'm not big on gel because most give off that gleam look I mentioned earlier.
