Kajal or surma. Guerlain makes a good kajal cone, but you can find great kajal liners at Indian or middle Eastern stores. I use Hashmi or Lakme'.

In terms of UD 24/7, most of them suck in the waterline for me. I ultimately got Perversion to stay put very well, though. (I think its formula is slightly different from the others, particularly Zero?)
If you're on more of a budget, Prestige Total Intensity. I think Milani Liquif'eye is supposed to be really good, too.

so far, Sephora waterproof eyeliner stays on my waterline without smudging, retouch in the PM if i go out, and Revlon Colorstay retractable eyeliner but its not black enough, more of a soft black is the only down fall. Stay away from Stila eyeliners, they smudge like crazy
