If they're bumps they could be moles or skin tags but if they aren't it could be the beginning of melanoma. so I would get them checked out and see if you can get them removed.

If it is something you are allergic to, you are going to want to find out what it is. You could have touched or smelled something and it started the reaction to it on your leg. Other than that. I don't now.

Yeah it is probably dry skin, I have the same problem except mine are red, I recommend Eucerin Lotion

Megan is right, I used to have them. Shaving irritated them and made them worse. I'd suggest using a heavier moisturiser, it worked for me. :)
