When I have really bad under eye circles: I stick two spoons in the freezer for about 20 minutes then lay them on my eyelids. Works for me! :)

Try to double up on pillows at night to stop blood from building up under your eyes. In the morning, use a cold compress or frozen spoon for about five minutes to constrict the blood vessels. Use an eye cream with caffeine, which helps constrict vessels, and if you're having problems with them try a collagen treatment like red light therapy or collagen based eye cream, usually anti aging. You can also use creams with Arnica, which are anti inflammatory to reduce your circles, and eye creams with green tea or grapeseed oil help strengthen capillary walls, you can also make your own by seeping green tea bags in hot water with a few drops of grape seed oil, and then applying the bags under your eyes till they cool. Try eating foods full of omega-3 fatty acids (salmon, walnuts, eggs) may improve blood flow to the skin.
Vitamin C also encourages the production of collagen and elastin which can help brighten skin tone, you can use vitamin C based creams or just add more to your diet through citrus fruits or supplements.
