You can tint them to make them darker. apply castor oil at night to grow them.

To darken your eyebrows you could go to the salon or do it yourself with lash and eyebrow dye (drugstore) :)
Growing is difficult sometimes because some faces are born with less eyebrow hairs than others, just try it

My best un-natural tip for you is using a brown felt-tip eyeliner and lightly stroking it over the brows so the hair is colored but your skin isn't. It'll look natural, but it's cheap and comes off if you mess up.
