I believe titanium dioxide and zinc dioxide is used in certain foundations when purchasing check the back for active ingredients if it says these two either skip or get a foundation darker for photo shoots and highlight the eye areas for head and bridge of the nose that's the best I could advice :)

It's actually caused by mica :) Jacqueline H went on a whole long rant about it, but mica is a reflective mineral that picks up the flash and reflects it. It's found in a lot of foundations/powders, so I'd check your products for it :)
