The original focus of a toner back then like symone mentioned, was to restore the skins PH.
Why?
Make up was much more harsh to our skin back then, compared to today. The key to maintaining skin that isn't too dry, oily, and less break outs all begins with having your skins PH balanced.
Toners in modern days time do more than that, and some don't do it at all since not everyone is educated on the sense of what a toner is really meant for.
Now a days people love using toners to help battle break outs, and get rid of excess dirt.
If you're not a big make up person, then you might not really need toner. A simple splash of water can help restore your skins PH. It can be very helpful, but if your skin is doing fine without it - don't worry about needing it.
Keep in mind since the original meaning of toners has been twisted, you have to understand that there will be irritating products and alcohol in a lot of toners. Both things that should be avoided at all costs. These types of toners should be avoided, and always inspect ingredient lists as even witch hazel includes alcohol.
I personally like making my own toner, but it is vital for you to read about what you're putting in homemade toners. Gather information from a skin professional or someone who at least acknowledges what's bad and good. ( Lots of girls like to add lemon/lime, eucalyptus, lavender, peppermint, and don't realize they are damaging the skin. )
