Have you tried exfoliating?

By exfoliating your probably irritating it, same with the lemin juice. for this try salicylic acid acne treatments, benzoyl peroxide treatments, and make sure to keep moisturizing. but I would definitely go with salicylic acid as my first try.

I have some of those teeny pimples too, and I think that just getting a lot of sleep and drinking a lot of water will take care of most of them at least.

I would use acne-specific face wash in the morning and at night- preferably with salicylic acid; I had the same problem and my dermatologist suggested this to me. worked like a charm- took about 2 weeks to clear up but mine was super bad! also make sure you clean your pillow cases and makeup brushes regularly.

Don't use st. ives exfoliater for your face.. it can irritate your acne. Instead use brown sugar, honey, and olive oil scrub as an exfoliant, do this twice a week before bed. I would suggest using a gentle cleanser like cetaphil or CeraVe. For a toner I hear Apple Cider Vinegar is good, but you have to dilute it or you can use witch hazel. For mosturizer use CeraVe. and then for a spot treatment use tea tree oil.
