Well the picture is impossible too see, it's completely dark!
But a caffeine eyeroller can reduce some of the poofyness, for the darkness an under eye concealer should do it!

Are they genetic? A good way to cover under eye circles is to apply a salmon colored corrector under your foundation, the pinkish orange tones will cancel out the blue/purple of your circles. I also agree with Sabrina, a caffeine roller is a good idea.

Use a lighter liquid foundation under your eyes. It will mask it.

^ no, it won't. if you don't use a color corrector, all a lighter concealer is going to do is make your circles more apparent.

There are many under eye serums and creams that promise to get rid of dark circles under the eyes, my favorite drugstore brand for skin creams are neutrogena. Idk if they specifically have an eye cream for that but it's worth checking out. Look up the normal brands like Roc, Neutrogena, Loreal, Olay...I'm sure there are other but I can't think of them now. Anyway, look up reviews of them on amazon, ulta, and youtube...it can be a lot of work but it's better than a shot in the dark and wasting your money on something you'll hate or doesn't work. Also when you find what you want buy from a store that will take returns with a receipt so if it isn't for you it can be returned and replaced with another product or cash.

Sometimes its genetic. I have severe genetic dark circles that I've learned to accept. I notice that when I drink more water they look brighter. Keep them really hydrated with eye cream and use proper concealing measures. I use benefit Fake Up underneath some Mac concealer and set it with powder. Seriously though I used to get my makeup done a lot when I did modeling jobs and the makeup artists would always get mad at me and say I stayed up too late the night before. They don't understand I've had dark circles since a little kid.
