I'm considering dying my hair again, I do believe the last time I dyed it was September 2013, would it hurt to dye it again?

You're supposed to wait at least 3 months to dye your hair again , so I would think so. If you're just dying your hair because of your roots I would suggest you just dye your roots. It's so much healthier.

I wanna go a litter color, but I'm kinda afraid too :) I hardly ever use heat to my hair, when I do I use heat protecting spray, thank you! :)

A few of my friends dye there hair often. They recommend not washing your hair 3 days after it's dyed. They do it every month or so and have very thick/long/ colorful/healthy hair.

I dye my hair about every month or every other month, so you should be fine. I go and professionally get it done though. My hair fades really bad though, I've even dyed it black before and it faded in a week to light brown. There's nothing wrong with doing it often as long as you go to somebody who knows what they're doing
