Real Techniques Buffin Brush. Not exactly flat, but almost. Perfect size to get in all those nooks and crannies and super soft to use around your eyes. And really inexpensive.

Real Techniques does have a flat brush too which is excellent, I just prefer the buffing brush slightly more than the flat brush.

Shisedo has a flat top foundation brush, that I love. It's 30$ at sephora but it's well worth it. It's on the smaller size compared to sigma or other brands, but with the shisedo you can easily reach every inch of your face!
